He was the son of Matilda Arizona Kile and Samuel Houston Duggins. He married Jewell Elizabeth Hughes 21 February 1918 in Coleman County, Texas, daughter of Phylander Hughes and Thutsa Young. She was born 5 April 1894 in Gentry, Tennessee, and died 3 January 1985 in Overall-Morris Memorial Hospital, Coleman, Coleman County, Texas.
